Decide the Primary Metric - Defects or Time?

The first action step in Measure is to determine whether the primary performance metric is related to defects or time. While defects are instances of something in the process going wrong, time is when the process takes too long. When not up to expectations, both forms of nonconformance can cause customer dissatisfaction.

But, if a process takes too long, wouldn’t we consider that as a Defect
