While IT is expected to add efficiency, increased reliance on IT demands highly reliable service with assurance that online information is secure, accurate and available almost instantly so that server problems must be prevented or, upon occurrence, rapidly detected and corrected. Municipal governments should also be good stewards so that financial management is critical. These issues are perhaps nowhere more evident than Washington, DC where the Office of the Chief Technology Officer (OCTO) was forged in direct response to years of IT disinvestments and charged with consolidating the fragmented IT systems of DC’s 68 agencies into a standardized infrastructure and solving the District’s IT system budgeting and planning problems, to transform DC into the &lt;i&gt;City of Access&lt;/i&gt;.&lt;/div&gt;&lt;div class="MsoBodyText3"&gt;&lt;br /&gt;&lt;/div&gt;&lt;span style="font-family: &amp;quot;Times New Roman&amp;quot;; font-size: 12pt;"&gt;OCTO’s human capital is generally unfamiliar with and untrained in use of quality tools or strategies. Moreover, personnel is already “stretched”, hence OCTO engaged QUEST (Quality Enhancement Systems &amp;amp; Teams) consulting teams from the &lt;st1:place w:st="on"&gt;&lt;st1:placetype w:st="on"&gt;University&lt;/st1:placetype&gt;  of &lt;st1:placename w:st="on"&gt;Maryland&lt;/st1:placename&gt;&lt;/st1:place&gt; to conduct a comprehensive analysis of Information Technology Service Level Management (IT SLM). Five IT SLM areas were examined through two lenses with a team assigned to each area and lens. The IT SLM areas examined were Availability Management, Capacity Management, Financial Management, Service Continuity, and Service Level Management. The two lenses were &lt;i&gt;Six Sigma &lt;/i&gt;and &lt;i&gt;Business Excellence&lt;/i&gt;. QUEST teams derived a number of strategic and tactical improvement suggestions aimed at advancing OCTO in its endeavor to aid DC in becoming the &lt;i&gt;City of &lt;st1:place w:st="on"&gt;&lt;st1:city w:st="on"&gt;Access&lt;/st1:city&gt;&lt;/st1:place&gt;&lt;/i&gt;. Presented herein are highlights of the effort with results enhanced by synergy between the two lenses.
